Harishchandra Bhat, eminent journalist( Recent quote from Face Book– 25/8/2016) expressed:–
Today, I went literally from pillar to post searching for a file sent by the Chief Minister to Additional Chief Secretary ,Finance on 2nd August 2013. It was a request letter from Journalists’ Association of Karnataka to the CM, for grant of free healthcare for the journalists and their dependents.The request letter sent to Finance Dept has moved from there to Deputy Secretary B&R, Deputy Secretary I, D.S. Expenses 5, and further on its way to Health Department, with out any remarks, for or against. There three other demands in the same letter addressed to CM pertaining to facilities and recognition to journalists which do not cost anything to the State exchequer, which I am sure, would not get any attention.Monday I would go to Health Secretary. Knowing the working of the Government machinery, I am sure nothing would come out of these efforts as the CM has not personally ordered any specific instructions and only forwarded our request. Our response to above comments in face book: It looks pertinent to mention here that in 2009 we had requested similarly to Mr. B.S.Yeddyurappa the CM then, and he had included this in his Budget speech as a special program of healthcare to journalists under the ‘Yeshaswini’ scheme alongwith the farmers as a special inclusion which was later rejected by the Department of Co-operation ! The CM did not hold the customary Joint Meeting for modifying/ implementing the budgetary provision made by himself !———– I know this as a far cry to expect anything better this time too. But we would continue to put all efforts, as a Trade Union recognized by the Labor Commissioner of Karnataka.
Any government particularly the CM if really are honest to their words at the time of electioneering should first take the bureaucracy under them to task and activate them to work fast and quick with zero tolerance about delay and corrupt practices, Should not allow legislators to influence the administration to wrong procedures and illegal activities. Probably Ramakrishna Hegde was the last CM who got things done by his ministers and the bureaucracy.Abdul Nasir Sahib is an shining example in his cabinet who toured all karnataka without rest and got borewells throughout all villages He is remembered even today as “neeru saab “by people of 20 years before.
